Despite such changes in the international order, armament and the arms race have continued to increase, proliferating nuclear weapons and missiles that threaten to terminate humanity and her civilization. Terrorism has continued to proliferate in every corner of the world. Armaments, arms race, and terror attacks stand in opposition to both negative and positive peace, let alone “carpet peace”.
Northeast Asia seems to be plunging into a new Cold War order. South Korea, China, and Japan have embarked on increasing irrational military strengths by hiking their military budgets. Moreover, the three nations are struggling to exclusively control tiny islands and to unilaterally expand their air defense identification zones. These phenomena are direct threats to peace and stability, let alone “carpet peace”-building.
Given this juncture, as a political scientist, the author feels a moral duty to explore a concept of higher quality of peace for the survival of humanity and her civilization. A higher quality of peace is defined as “carpet peace” that aims to survive humanity and her civilization from the pressing nuclear holocaust and from the ever-rising number of terror acts which approach us every minute. This is the most important motive that induced the author to write this third edition. To this prime end, the author made efforts to elaborate the concept of and environment for “carpet peace” in the third edition.
The author highly appreciates the candidate for doctorate Andrew Millard’s cooperation in proof reading and editing the edition. We have made in-depth discussions on special matters in the edition.
