메모리 반도체의 용량은 1년에 두 배씩 늘어난다’라는 ‘황의 법칙’의 주인공으로 잘 알려져 있으며 대한민국 반도체 역사를 이야기할 때 빠지지 않는다. ‘황의 법칙’은 당시 반도체의 기준이라고 하는 ‘무어의 법칙’을 넘어 메모리 신성장론으로 인정받았다.
삼성전자에서 반도체와 관련해 다양한 직책을 맡았고 사장까지 오르는 동안 ‘세계 최초 256M D램 개발’ 등의 다양한 ‘세계 최초’를 기록했다. KT 회장으로 있을 때에는 세계 최초로 5G를 상용화할 준비를 마쳐 세계경제포럼(다보스포럼)에서 ‘미스터 5G’로 불리기도 했다. 또한 글로벌 감염병 확산 방지 플랫폼(GEPP)을 추진했다. GEPP는 감염병 발생 지역을 다녀온 사람을 로밍 데이터로 추적해 질병 확산을 막는데 활용하는 글로벌 플랫폼이다. GEPP는 세계경제포럼에서 뜨거운 반응을 이끌어 냈고, 코로나19 발생 이후에 빌앤드멜린다게이츠재단이 KT와 ‘감염병 대비를 위한 차세대 방역연구’를 진행하는 성과로 이어졌다.
서울대학교 전기공학과 학 · 석사를 거쳐 매사추세츠주립대학 전기공학 박사를 취득했으며 삼성전자 반도체 총괄 사장, 초대 국가 R&D 전략기획단 단장(국가CTO), KT 회장을 지냈다.

Hwang Chang-gyu is known for “Hwang’s Law,” which forecasted the doubling of semiconductor chip capacity every year. His prediction is an integral part of any discussion on the history of Korea’s semiconductor industry. Hwang’s Law surpassed Moore’s Law, the previous standard for semiconductor evolution, and has been acknowledged as the New Memory Growth Model.
Hwang earned his bachelor’s and master’s degrees in Electrical Engineering from Seoul National University and his doctorate degree in Electrical and Computer Engineering from the University of Massachusetts Amherst. He has served as president of Samsung Electronics, head of the Office of Strategic R&D Planning (National CTO) in the Korean government, and was appointed chairman and CEO of Korea Telecom (KT).
At Samsung he left several “world firsts,” including the completion of the first 256M DRAM. During his time at KT, he gave a presentation at the World Economic (Davos) Forum that earned him the nickname “Mr. 5G.” And he oversaw the rollout of the first-ever commercial 5G service during the 2018 PyeongChang Winter Olympics in Korea. Additionally, Hwang pursued the Global Epidemic Prevention Platform (GEPP), which is designed to curb the spread of infectious diseases by monitoring the mobile phones of people who have visited regions where an epidemic has broken out. The GEPP received an enthusiastic reaction at the WEF and led to an agreement between the Bill & Melinda Gates Foundation and KT to conduct research on next-generation quarantine methods.
